    1. Idk. I switched around to level 8 when I started playing again
    2. All the small bulbs are level 1, I think. Bird of Paradise is 1. Ghost tree is 11 (I think).
    3. No.
    4. Find a place that has secure ground underneath it. Place a background tile, and make sure you're in a purified temperate world. Place the bulb on the background tile making sure that rain can come down. (No obstructing blocks above it)
Wait a day, and you'll have a bulb. For the rarer, 2-block ones, wait 1.5-2 days.

If there aren't already instructions, I'll edit the codex pages regarding horticulture and bulbs.

    1) Some smaller bulbs, bird of paradise requires 5 I believe.
    2) Ghost tree needs 8, cactus 6/7, and bonsai 10.
    3) No, but you can try out for a pine tree.
    4) step one: Put the compost down.
Step 2: Make sure the soil is humid and the environment is purified with healthy water.
step 3: Put backdrop over the compost and the bulb in the backdrop.
Step 4: Make sure rain can reach it.
    Step 5: Wait.

I couldn't help much with the levels. The second I got back, I realized how important horticulture was because of how much I like gardening. I ended up buying like 5 skill resets and an onyx rake just to get to level eight.
